Presently, Ms. Pinilla is a senior policy officer and
Head of Human Development & Scholarships for the Department for Human
Development, Education, and Employment at the OAS. Ms. Pinilla has
over 25
years of experience in international affairs and multilateral diplomacy. She
has worked extensively with UN agencies, regional organizations, donors &
civil society organizations in promoting a critical role for multilateral peacebuilding
and democracy promotion.
Ms. Pinilla has been working with University of Pennsylvania
‘s Netter Center in the formation of a Learning Community for Higher Education
associations in the LAC region to promote role of universities in advancing the
democratic mission of higher education worldwide. She has been the
Chairwoman of the Young Americas Business Trust, an affiliate of the OAS focused
on supporting youth leadership and entrepreneurship in Latin America and the
Caribbean. Since 2016 she has held various positions within the Executive
Committee. Through her roles and work with YABT she has contributed to
developing the OAS Youth Policy.
She has published several works on
the development of regional policies to mainstream conflict management
mechanisms within governmental entities, as a form of strengthening democratic
governance in the Americas.
She holds an MA in Conflict Management in Public Policy
(1995) and a BA in Latin American Political Studies from George Mason
University, graduate diplomas in peacebuilding from American University and Eastern
Mennonite University. She is originally
from Bogota, Colombia, has three children and enjoys mentoring young people in
her spare time.
