Campus Compact is a national membership based organization that empowers colleges and universities to advance their academic and civic missions by partnering with communities to address complex social issues and further equity, justice, and prosperity for all.

The Foster Care Youth Housing Initiative at Campus Compact is an outgrowth of our partnership with the Federal Department of Housing and Urban Development (HUD) that aims to find ways to better connect community-engaged higher education institutions with local public housing authorities to serve our students and communities. 

There is a devastatingly low national undergraduate college completion rate of just 3-4% for foster care youth. And diving deeper into the surrounding causes and drivers we know, housing is a critical component to access and completion of college degrees. 

We are excited to convene this Town Hall to have important dialogue around and to collaboratively address ways for higher education to partner effectively with their local Public Housing Authorities (PHA) to support foster care youth in having housing during their college experience.

Moderators

Dr. Reginald Blaylock, Senior Fellow, Campus Compact

During his 35-year career in public higher education, Dr. Reginald Blaylock has worked across multiple divisions including Academic Affairs, Student Affairs, Intercollegiate Athletics, and University Advancement. Reggie most recently served as Presidential Associate for Community and Campus Partnerships and Student Experience at California State Polytechnic University, Pomona, and previously served in senior level positions including Vice President for Student Affairs and Enrollment Services, and Associate Vice President for Student Services. Dr. Blaylock received his BA and MPA in Public Administration; and his Doctorate in Post-Secondary Education, Leadership.
 

Cheryl Borgstrom, HUD Program Analyst for The Office of Field Policy and Management

Cheryl began her love of helping others at a young age. Growing up as a CODA (Child of Deaf Adult), she spent her childhood helping her parents communicate with the hearing world in numerous situations. Cheryl has a Bachelor of Science in Education from Weber State University. She began her career in affordable housing as an on-site manager for a project-based family property in Roy, Utah (3 years). She took a job as a compliance specialist in Washington state where she worked for Contract Management Services at Bremerton Housing Authority (5 years). She moved to Las Vegas, Nevada to work for HUD as a Project Manager/Account Executive for Multifamily (8 years), then transferred to Public and Indian housing as a Program Analyst (3 years), and currently works with FPM as a Program Analyst. Cheryl has been married for 21 years, has two teenagers, and spends her free time biking, running, hiking, and rock climbing.
