The Delaware State Health Improvement Plan (SHIP), co-led by the University of Delaware's Partnership for Healthy Communities and a statewide coalition of community-based organizations, government partners, and academic institutions, has embraced its role as the "pollinators" of civic and community engagement. Without direct funding, our strength lies in building trust, connecting partners, and empowering students to bridge institutional gaps. This session shares how we co-defined priorities, identified gaps, and advanced state health goals while honoring community voice. Participants will learn how we designed structures for collaboration, leveraged student talent, and worked to de-silo Delaware's public health landscape. Through interactive discussion, attendees will identify how to adapt these promising practices in their own settings.
